Hybrid delivery still needs clarity around budget, scope boundaries, risk, compliance, release authority and stakeholder decisions. The difference is that the delivery mechanism inside those boundaries can remain iterative.

• Which decisions are expensive to reverse?
• Who can change priorities?
• What evidence is required before release?
• What must be documented for audit or operational continuity?

Change control can coexist with Agile

A product backlog can change frequently while contractual scope, budget or release commitments still require formal decisions. The trick is to distinguish product prioritization from changes to the project's approved constraints.
