The backlog is a decision system
A backlog is more than a list of tickets. It is a visible representation of work that might create value. The quality of the backlog depends on the quality of the conversations behind it.

Good backlog items answer three questions
- Who benefits?
- What capability is needed?
- Why does it matter now?
Prioritization
Prioritize with a transparent lens: value, risk reduction, urgency, dependency, learning and effort. The exact formula can vary; the important thing is that people can understand the trade-off.
Refinement
Refinement is a recurring conversation. Large items are split, ambiguous items are clarified, acceptance is discussed, dependencies are exposed and obsolete work is removed.
