Good backlog items answer three questions

Prioritization

Prioritize with a transparent lens: value, risk reduction, urgency, dependency, learning and effort. The exact formula can vary; the important thing is that people can understand the trade-off.

Refinement

Refinement is a recurring conversation. Large items are split, ambiguous items are clarified, acceptance is discussed, dependencies are exposed and obsolete work is removed.
